미 중앙은행인 연준이 세계경제를 위기의 함정 속에 빠뜨리고 있다.

 미국을 포함한 세계 주요국 물가 오름세가 복합적 요인으로 크게 오르고 있다. 이 같은 세계 주요국의 물가가 크게 오르는 주된 이유는 주된 재화의 공급이 원활하지 않아 주요 상품의 공급곡선 자체가 좌측으로 이동한 탓이다.

 

 이 때문에 향후 물가가 크게 오르리라는 예상을 하는 소비자가 크게 늘어 소비자의 소비심리가 자극받고 있기 때문이다. 즉, 지금과 같은 경제 환경에서 소비자는 오늘 마트에서 100원 주고 살 상품을 내일이면 120원을 주고 사게 될 것이라고 압박 받는다.

 

 당장 내 마누라의 장바구니가 예전과 달라졌다. 하나 살 것을 두 개 사고, 두 개 사면 일주일 쓸 것을 아예 한 달 쓸 것을 사는 것이다. 이렇듯 내 아내 역시 최근의 물가동향을 각종 뉴스를 통해 듣고, 합리적 행동을 한다며 상품 사재기를 하는 것이다.

 

 최근의 세계 경제 상황을 고려해 소비자가 앞서와 같이 행동하리라는 점을 미 연준 의장 및 미 정책당국이 모를 리 없다. 그런데 문제는 최근의 물가 오름세가 공급요인에 의한 것임을 아는 미 연준이 총수요 크기의 관리를 통해서 대응하고 있는 점이다.

 

 즉, 미 연준이 소비자의 소비 수요를 억제하기 위해서 돈의 가치를 올리는 일 곧 기준금리를 크게 인상하여 대응하고 있는 점이다. 이 같은 미 연준의 대응이 과연 미 연준이 기대하는 바 곧 소비자의 수요 욕구를 억압하여 총수요가 확장되는 것을 막아줄 것인지 그 여부이다.

 

 나는 그런 결과를 미 연준이 얻지 못할 것이라고 본다.

 

 당장 우리는 한국의 문재인 정부가 주택의 공급부족 사태로 인하여 문재인 정부기에 주택가격이 치솟자 그 수요를 억제하기 위하여 집권 5년의 기간 동안 무려 22번에 걸쳐 주택 수요억제정책을 도입하여 실시했지만, 한국의 주택가격이 안정되었는가. 사실 문재인 정부기에 서울의 주택가격이 크게 치솟은 데는 박원순 전 서울시장이 도심재개발 사업을 억제하여 주택의 공급을 억제함으로써 문재인 정부기에 주택의 공급이 크게 줄어든 때문이었다.

 

이 예에서 보듯이 지금 미국을 포함하여 세계가 인플레이션 압력에 시달리고 있는 주된 이유는 상품의 공급부족 때문이다. 그렇다면 상품의 공급을 늘릴 수 있도록 노동시장의 임금구조를 개선한다든가 기타 생산 및 물류시스템의 개선을 통해 여하히 상품의 공급을 확대해야 한다. 


미국을 포함한 세계 주요국은 현 경제위기 상황의 극복을 위해 상품 공급 확대 방안을 마련하는 등의 대책을 세워야 하는 것이다. 그런데 지금 미국을 포함한 세계 주요국은 공급 여력을 확대하는 정책을 수립하는 것이 아니라 오히려 상품의 수요 측면을 압박하여 그 수요를 줄여 최근의 인플레이션 상황을 타개하고자 하고 있다.

 

 바로 그 대표적인 것이 미 연준의 기준금리 대폭 인상이다. 미 연준이 기축통화인 미 달러의 기준금리를 대폭 인상하자 세계 주요국 모두 기준금리를 인상하지 않을 수 없는 상황을 맞고 있다. 이와 함께 안전자산인 미 달러화의 실질 가치가 미 연준의 기준금리 인상으로 크게 오르자 세계 주요국 화폐의 실질 가치가 하락해 주요국 외환시장에도 영향을 미치고 있다. 


즉, 일본을 제외한 세계 주요국 모두 자국 화폐가치가 크게 하락하는 현상 곧 미 달러와 자국 화폐의 교환 비율인 환율이 크게 오르고 있다.

 

 이 결과 세계 경제는 세계 주요국의 자산시장을 붕괴시키는 한편 향후 깊은 침체의 늪에 빠져들 공산이 매우 커지고 있다. 다시 말해서 미 연준의 잘못된 금리 정책 대응이 세계 경제에 새로운 위기를 초래하고 있다.

 

 세계 주요 20개국은 즉시 비상 경제 세계 주요 20개국 정상 및 재무 장관 회담을 개최해 최근의 세계 경제 상황 곧 인플레이션 종합 대응 방안을 공동으로 마련해야 한다. 잘못된 미 연준의 대응이 세계 주요국 경제를 위기의 함정 속에 빠뜨리고 있다.





 Inflation rates in major countries around the world, including the United States, are rising sharply due to a combination of factors. The main reason for such a sharp rise in prices in major countries around the world is that the supply curve of major products has shifted to the left due to the lack of supply of major goods.


 Because of this, the number of consumers who expect that prices will rise significantly in the future has increased, stimulating consumer sentiment. In other words, in the current economic environment, consumers are pressured to buy a product that they can buy at a mart today for 100 won, and they will pay 120 won tomorrow.


 Right away, my wife's shopping cart is different from before. If you buy one, you buy two, and if you buy two, you buy one for a week and one for a month. Like this, my wife also listens to the latest price trends through various news and stocks up on products, saying that she is acting rationally.


 The US Federal Reserve and US policymakers cannot be unaware that consumers will act as before, given the current global economic situation. The problem, however, is that the US Federal Reserve, knowing that the recent inflation is driven by supply factors, is responding by managing the size of aggregate demand.


 In other words, the US Federal Reserve is responding by raising the value of money in order to curb consumer demand, that is, by significantly raising the base interest rate. Whether the Fed's response is what the Fed expects, which is whether it will suppress consumer demand for demand and prevent aggregate demand from expanding.


 I don't think the Fed will get that result.


 Right now, we have introduced and implemented the housing demand suppression policy 22 times during the five-year period in power of the Moon Jae-in government of South Korea to suppress the demand for housing during the Moon Jae-in administration due to a shortage of housing. Have housing prices in Korea been stable? In fact, the reason housing prices in Seoul skyrocketed during the Moon Jae-in administration was because former Seoul Mayor Park Won-soon suppressed the urban redevelopment project to curb housing supply, which significantly reduced housing supply during the Moon Jae-in administration.


As this example shows, the main reason the world, including the United States, is now under inflationary pressure is the shortage of goods. In that case, the supply of goods should be expanded anyway by improving the wage structure of the labor market or improving other production and logistics systems so that the supply of goods can be increased. In order to overcome the current economic crisis, major countries, including the United States, must come up with measures such as preparing a plan to expand product supply. Now, major countries, including the United States, are not establishing policies to expand supply capacity, but rather suppressing the demand side of goods to reduce the demand to overcome the recent inflation situation.


 A prime example of this is the US Federal Reserve's significant rate hike. As the US Federal Reserve sharply raises the base rate of the US dollar, the key currency, all major countries in the world are facing a situation where they are forced to raise their base rates. At the same time, as the real value of the US dollar, a safe asset, rose sharply due to the Fed's rate hike, the real value of the world's major currencies declined, affecting the foreign exchange markets of major countries. In other words, the exchange rate, which is the exchange rate between the US dollar and their own currency, is rising sharply in all major countries in the world except for Japan, in which the value of their currencies is falling.


 As a result, the global economy is highly likely to fall into a deep recession while collapsing the asset markets of major countries. In other words, the Fed's wrong response to interest rate policy is creating a new crisis in the global economy.


 The world's top 20 countries should immediately hold an emergency economy summit meeting with the heads of the world's top 20 countries and their finance ministers to jointly come up with a comprehensive response plan for the latest global economic situation, that is, inflation. The erroneous Fed response is putting the world's major economies into a trap of crisis.
